Minnesota Cold Weather Rule (CWR)
The Minnesota Cold Weather Rule (CWR), established under statute 216B.096, provides protection for residential customers during the winter months. If natural gas is the primary heating source, service cannot be disconnected for nonpayment from October 1 to April 30, as long as the customer meets the CWR criteria.
Customers unable to pay their bills in full, facing disconnection, currently disconnected, or needing reconnection can request a Payment Plan under the CWR. Without an established Payment Plan, service may still be subject to disconnection.
It is the customer’s responsibility to contact GMG to set up and maintain an acceptable Payment Plan to ensure protection. If an agreement on a plan cannot be reached, customers have the right to appeal to the Minnesota Public Utility Commission. Appeals Form

Customers may opt to have a third party informed if their natural gas service is at risk of disconnection. This option is particularly beneficial for individuals living alone, those who are disabled or elderly, or those who have difficulty reading English. A third party can assist with payment arrangements but is not obligated to pay bills on behalf of the customer. Third Party Form
GMG is committed to supporting customers during the CWR period, as well as throughout the year, to avoid disconnection of service. Customers are encouraged to notify GMG immediately if they are experiencing difficulty paying their bills.
If Service Has Been Disconnected…
GMG prioritizes the safety of its customers, employees, and the public. Therefore, specific safety protocols must be followed before reconnecting natural gas service.
If a customer’s service has been disconnected for 60 days or longer, including for nonpayment, GMG requires verification of the integrity of the gas piping by a licensed heating or mechanical contractor prior to reconnection. A completed safety inspection form from the contractor must be submitted, confirming that the facilities are safe for natural gas use. This form must include the contractor’s business name, address, phone number, and state license or federal tax ID number. Customers can download the form or request it by mail, email, or fax by contacting GMG’s office toll-free at (888) 931-3411.
Homeowners/customers are responsible for hiring a licensed and qualified plumbing and heating contractor to meet the minimum requirements outlined in the Minnesota Fuel Gas Codes: 406.4.1, 406.4.2, and 406.4.3.
Once the inspection is complete, a GMG technician will meet the contractor at the property to unlock the meter while the contractor relights the equipment. After the relighting is completed and GMG receives the inspection form, the technician’s responsibilities will be fulfilled.
Any unauthorized tampering with GMG equipment (including attempts to restore service to a locked or disconnected meter) or any condition deemed hazardous may lead to immediate service disconnection without notice. Disconnection does not relieve customers of their financial obligations to GMG.
